So the national highway construction, follow each fixed preparation principle, timely preparation of budget norm estimates and supplementary quota, is necessary.This paper introduced the basic theory of supplementary quota and fuzzy comprehensive evaluation method and the basic theory and knowledge, basic steps that fuzzy evaluation, according to the principles of selecting introduced.it factors and practical experience, and prepare relevant principles and theories, the norm in determining the determination method, using fuzzy comprehensive evaluation method for the determination of optimum target fixed quota for complement, determination of optimal compilation, Gladys, discriminant criterion determination not fixed by the data, data of ahp, the paper fixed weight of grey theory, the original data processing method of each factor safety level by fuzzy judgement, again through the fuzzy comprehensive evaluation method of the evaluation results.Results show that the fuzzy comprehensive evaluation of the application in fixed preparation, can be very effective fast, accurate understanding of the whole process of fixed.
