With the fast developing of our expressway, the expressway is playing a more and more important role in social economic development. But on the other hand, the theoretical system of expressway operation and management are necessary to develop and improve, because they are not consistent with the fast developing of our expressway. The benefit evaluation of expressway corporations is an important composition of the evaluation on expressway project. A systematic study of the expressway corporations' whole benefit has great meanings, for increasing benefit of expressway corporations, playing a more important role in social economic development and ensuring social harmonious development.In this paper, the importance and necessary of evaluation about Expressway Corporation's benefit is discussed, on the basis of the analysis of current expressway corporations. Different from the previous studies, in this paper, we construct a benefit evaluation system and of expressway corporations consisting of the level of operation and management, financial benefit and social benefit, and evaluation index system according with the scientific and maneuverable principles, using the Fuzzy Comprehensive Evaluation to evaluate Expressway Corporations' Whole Benefit. In order to verify this evaluation index system and method models scientific and Feasibility, we evaluate the Hunan province Expressway Operation, combining the working practice. The results showed that the evaluation index system and method model are Feasible and effective, and it can play an important role in improving the evaluation on expressway project whole benefit.
