Since the 1980s, the stakeholder theory began to challenge the mainstream business theory that believes shareholder interests are above everything else. Stakeholder theory holds the view that business is not just the shareholders 'enterprise, but also a wide range of stakeholders'. Enterprises should achieve good development from its stakeholders, especially in the turbulent and complicated context at present.In the knowledge-based economy era, new technology research and development is rising, Complex Products and Systems (CoPS) is one of the typical representatives. So-called complex systems products are those related to the high technology, a single or small quantities of customized products, systems or infrastructures, such as large-scale computer, intelligent transporting systems, ERP systems and other capital goods. Cops are increasingly becoming a modern economy technology backbone and technological complexity of products is the symbol of the country's economic strength. In addition, large-scale R&D and manufacturing products with different and complex product development process involves in more complex stakeholders, which makes complex products system project more difficult to handle. In this context, the paper takes the implemented ERP projects for subject, attempting to classify stakeholders of ERP.In the aspects of research approach, this paper is combining standard methods and empirical analysis method. Standard methods is adopted in studying the use of ERP project and the implementation of the innovation process, stakeholder theory and property rights theory. Empirical research is on the analysis of the specific ERP enterprise project management stakeholders throughout the course of the investigation, including the sampling of enterprises in Zhejiang, Anhui, Shanghai and other provinces & cities. And use mean, variance analysis and Paired-Samples T-Test statistical analysis methods. Discussed the six stakeholders in project, classification of the stakeholders and test power and stakes of them whether they are symmetrical.The significance of research is mainly embodied in the following two aspects: First, from the theoretical aspect, the paper studies the stakeholder management of complex product systems projects, and regards the complex products as a systems project stakeholders of the association for research. In addition, based on the mainstream business theories and viewpoints - enterprise property rights, is to focus on symmetry in the distribution of all non-human capital , proposed in the ERP project between many stakeholders in the decentralization of power and stakes are symmetrical.Second, from the practical significance, this paper is using empirical data on a survey of ERP project stakeholders in the identification, classification of importance for the effective implementation of ERP enterprise projects. And it also deals with stakeholders in management. Based on current business adaptation in the context of globalization of information construction trends, with the implementation of ERP project, China's enterprises needs to further accelerate the information process.System project in complex innovation process, involving coordination of interests of various organizations, goals and culture, and ultimately reflected in the cost of progress, quality and other aspects. This paper is only an exploratory research, inherent mechanism of the stakeholders in project innovation needs in-depth cases analysis and empirical analysis. Future research also needed in the theory of complex systems research in the field of stakeholder theory.
