In recent years, highway construction has become increasingly large, more complex and of higher management requirements, which makes the way of general contracting and project management emerged. It researches on the concrete examples of progress, quality and cost management of the high way from Wuyi Mountain to Shaowu in Fujian, in order to solve some problems faced by construction enterprises in China when carrying out the works of project contract. This paper proposes the strategies and measures to be taken by China's construction enterprises developing to the general contracting model.
