Small towns are at the bottom of the urban and the top of the rural, the bridge and hub connecting the regional economic of urban with rural. With the application of "central rise" strategy and Xiantao merging into Wuhan "1+8" city circle, Xiantao is stepping into a period of high-speed urbanization. Besides that, taking per capita construction land as the only basis for the construction land planning in small towns leads to series of problems, such as imbalance of construction land structure, uncontrollable increment and unreasonable allocation of indicators. To strengthen the management of construction land index in small towns of Xiantao can help us to solve the growing contradictions of "eatting" and "development " properly, and it also is conducive to fulfill the sustainable socio-economic development in small towns.This paper takes 15 small towns in Xiantao as study areas, uses a multi-factor evaluation method to analyze the current construction land situation. It found that area of arable land reduced greatly in recent years; the scale and speed of construction land was gradually expanding; the structure had a problem of overly rapid growth of industrial land, but low proportion of other types of construction land and the important indicators of measuring economic benefits showd a downward trend year by year. Based on the previous study, the paper abandons the traditional method which allocated the construction land of the small towns in the planning year only taking per capita constructve land as the only basis, the following part is the configuation of construction land indicators allocation model in small towns based on supply and demand. to solve the scale, structure, increment allocation of construction land. Then it makes a detailed forecast of the construction land demand, the largest supply, structure, as well as the incremental amount of new construction land of fifteen small towns in Xiantao. With the formal theory and the current situation analysis, the paper give the relevant policy recommendations to the land allocation of small towns in Xiantao in the end.
