The author finds that, on the one hand, a number of business people meet much communication problems because of different network standard and different costs when they travel, and also they hope to have a convenient ways to learn about the local culture, traffic, shopping and entertainment. A better way to offer these needs including communication, life and work is welcome. On the other hand, the business persons' needs are similar with hotel's needs in improving management ability and service level, even the government's needs in controlling floating populations and emergency command.MVPN was proposed to build hotel mobile extension system, that is the traditional fixed platform is transferred to mobile communication platform, and all the mobile extension system of the signed hotel are centralized managed and operated.In order to effectively integrate resources, utmost grasp the business opportunity of the hotel extension system, the authors designed a set of complete business model, which consider the interests of all parties, and effectively control the whole value chain.In order to control the chain value and solve the key resources affect the business development, the author puts forward an idea, reconstructing the current platform of the hotel and offer each room one cell phone without the hotels' money, extending and building it an integrated platform including communication, information and media service. Obviously, the builder and the operator is the VPN of the whole business.As to the business model, virtual operators bound mobile carriers; provide free answering in the local and cheap calling for the hotel's clients, and share revenue of the new additional communication charges.Virtual operators build many service platforms such as WAP, WEB, IVR and SMS, introducing ISP and service league agency, to provide value-added information service and E-business, and either share the income with them or collect the joining fee.In addition, the virtual carrier gets the detriment revenue by providing the precise advertisement because the platform gathered the most valuable targets. Moreover, the platform is a communication bridge that connects government and hotel with the clients, through which government emergency commanding and hotel care service are supported completely; all of those are supported actively by the government and hotel.The author also discussed the cooperate scheme, marketing scheme, and analyze the investment and earnings deeply.
