Equipment manufacturing industry is the strategic industry, which related to the economic development. Highly developed equipment manufacturing industry is indispensible for realizing industrialization and it is the key factor to determine the country's international division of labor status in the process of economic globalization. Therefore, cultivating core competence of the equipment manufacturing industry is an important method to enhance the international competence of the country. Heilongjiang Province is one of the old industrial base of our country, and its equipment manufacturing industry occupies a large proportion in the whole industrial system, due to lacking of sufficient attention to giving priority to the development of equipment manufacturing industry in the past, affected by the adjust long-term adaptation strategies and plans for economic system, resulting in the industry as a whole lagging behind on technology, and lacking of core competence. On this basis, combining the regional characteristics of the equipment manufacturing industry, obtains the formation mechanism of core competence of regional equipment manufacturing industry. And applies the formation mechanism to the formation process of the core competence of the equipment manufacturing industry in Heilongjiang Province, comes to the forming basis, approaches and key factors of the core competence of the equipment manufacturing industry in Heilongjiang Province ,provides a solid theoretical foundation for the development of equipment manufacturing industry in Heilongjiang Province. And, this paper through the analysis of the impact factors of core competence of regional equipment manufacturing industry, builds a indicator system of the core competence of regional equipment manufacturing industry, applies principal component analysis method and non-linear weighted from both horizontal and vertical angle, evaluates and analyses the equipment manufacturing industry in Heilongjiang Province. Finally, according to the results of the evaluation, proposes the upgrading measures for the equipment manufacturing industry in Heilongjiang Province.
