Research On Process Post Evaluation Of Land Exploitation And Consolidation Project

During the period of the tenth Five-Year Plan, infrastrure projects take up 1094 thousand hectares cultivated land in our country. By the way of land consolidation, it adds 1426667 hectares and achieves the aim of farmland occupation–compensation balance. With the fast development of community economy, the pressure of farmland projecting is more and more great. The prime Minister Wen Jiabao says in the government work report of 2007 that on the issue of land, we cannot afford to make a historical mistake that cannot be corrected , one that will seriously harm future generations. And he points out clearly that we cannot cross the line and reduce the total amount of farmland in China to less than 120 million hectares. Land consolidation will play indispensable role in achieving the goal. The process that the land consolidation projects should go through is like this: site selection to feasibilit study to approval to plan and design to reply to implementation to completion and acceptance. Work variation is the essential step in the real project implementing. Some items variate before carrying out , some variate in the process and some change after operation. Some projects are part location changes , some are scheme change and some are arrangement adjustment. So variation is necessary in land consolidation.Based on the actual problem, this paper takes process post evaluation of land consolidation as the subject, especially the construction assessment . It concretely analyzes every link of the construction process in the land consolidation and finds out the main reasons and influences factors that caused scheme variation. According the study, it could objectively reflect the deviation theoretical design and practical operation in land consolidation projects. Then it could find out the deficiency and reduce the repetitions work and variation, promote the rationalization, scientization and the sustainable development of land consolidation work.On the base of integrative analysis, this paper selects 15 factors from land consolidation program, organization and operation parts to build the index system of the process post evaluation. Using Delphi method to establish the main indexes, weights and the factor values of process assessment in land consolidation post evaluation. Combined with the reclamated projects of Guozhuang and Taoyang subsidenced land in Feicheng City, it does the evaluation and the project's integrative value is 0.842. This shows the result is full success. At the same time, this paper put forward scientific views and reasonable suggestions to the land consolidation projects.
