The Post Evaluation Of Land Consolidation Project

Land improvement project is improving the quantity and quality of cultivated land,Improve the rural ecological environment and promote the modernization of rural areas plays an important role.The country has attached great importance to land improvement projects in recent years and has invested a lot of money.Post-evaluation of land remediation project is a very important part of the project cycle.It is of great to show the actual results of the evaluation project and reveal the problems in the implementation process.However,at present,most of the land remediation projects in China have completed the acceptance as the end of the project,and the post-evaluation work has rarely been carried out.As the management of land remediation projects becomes more standardized,the degree of attention to post-evaluation work will increase.Therefore,it is of great significance to study and construct a scientific and rational and easy-to-use land improvement project post-evaluation system.On the basis of analyzing the existing problems after the land improvement project in China,this paper selects the post-evaluation indicators of the land remediation project based on the advantages and disadvantages of the post-evaluation method of the current land remediation project,and constructs the method system of post-evaluation of the land remediation project.An empirical study was conducted on the town land consolidation project as an example.The conclusions are as follows:(1)Evaluation of the post-evaluation model.After reviewing the work through literature review,expert consultation,and self-practice,the paper follows the post-evaluation principle,including post-technical management evaluation,post-economic evaluation,post-social evaluation,post-ecological evaluation,and evaluation method system.The 19 indicators constructed the post-evaluation index system,comprehensively refer to the advantages and disadvantages of the commonly used weight determination method and the post-evaluation method of the land remediation project.This paper combines the analytic hierarchy process and the fuzzy comprehensive evaluation method to construct the post-evaluation model of the land remediation project..The model can give full play to the advantages of the analytic hierarchy process and the fuzzy evaluation method,and it is difficult to collect the index data,has strong representativeness,wide coverage,and has strong operability and versatility.(2)Evaluation of empirical projects.The evaluation level of the land consolidation project in Daying Town of Zhuanghe City is basically successful.The evaluation level of technical management is very successful,the evaluation level of economic benefit and social benefit is basically successful,and the evaluation level ofecological benefit is partially successful.The results of the implementation of the empirical project have achieved good results.However,from a global perspective,economic benefits and social benefits,especially ecological benefits,have not been optimal,and there is still room for improvement.(3)Method Applicability Evaluation.Applicability evaluation of the method.The method is comprehensive and easy to operate.It fully considers the scientific and systematic characteristics of the land remediation project.The post-evaluation model of this project has been verified by examples,which proves that the model is scientific and feasible in the post-evaluation application.,with practical promotion value.
