Land resource utilization is a dynamic change process. To formulate and implement the rational regional land use tactic, we must develop the dynamic monitoring of land use status, then we could understand the characteristic of the land use structure from different points of view, find the problems existing in the land use course, analyze the factor that influence the land use structure to change, optimize the land resource distribution, in order to maximizes the efficiency of the land use.The basic ecological control line of Shenzhen was set in Oct, 2005. The satellites have monitored that a lot of newly illegal buildings have appeared since its set. Meanwhile, a part of legal buildings were demarcated into this area, though they were formed before its set. It has brought much inconvenience to people in this area for their life and production. Consequently, we badly need to master and understand the existing construction status in this area, and to study the optimization of the basic ecological control line according to the specific problems and demands.Based on above purposes, this paper accomplishes two parts of research work. Firstly, "3S" technology is used to develop the dynamic monitoring of basic ecological control line in Longgang district, Shenzhen. We could get the updated land utilization database by laboratory discrimination, fieldwork investigation, interior consolidation, etc. After that the relevant data is analyzed and the problems existing in the land use are found out. Secondly, based on these problems and combined with experts' opinions, the optimization implement standards are established. The suitable optimized blocks could be obtained by overlap analysis in GIS, and be discriminated one by one according to the optimization implement standards. Eventually the optimization scheme is determined.To view it as a whole, this paper uses a set of methods including present situation investigation, data analysis, problems discovering and optimized blocks determination. The land utilization database is updated, and a scientific and feasible optimization scheme is formulated. The research has the practical significance to the job of optimization and management of the basic ecological control line, and is very referential and helpful to similar projects.
