Land utilization has been an important part in the research of global changes as the most prominent surface change caused by human activities. Combining GIS and GPS, land utilization dynamic sensing monitoring adopts the remote technique to interpret and analyze the remote sensing image in different phase. Thus, we can forecast its development trend based on the contrast of land utilization data and its analysis of number and dynamic changes.Although nowadays there are many cases that can be taken as reference in the research of land utilization dynamic monitoring and optimization both at home and broad, such as the study of monitoring method, the land use dynamic research and the land optimal allocation research, they are the research in response to the respective field more than the relationship between these two fields. Applied the quantification dynamic monitoring results into the formulation of optimization scheme, this paper combines these independent two fields as a whole and summarizes a set of scientific technique and operation process.The research of this subject combines "Optimization and Adjustment of Ecological Control Line" subject of Land and Resources Bureau of Baoan District, Shenzhen. Based on the land utilization dynamic monitoring of Baoan District’s ecological control line which accounts for the total area of206km2in2005-2009annual greenbelt, farmland and construction land, the author conducts systematically theoretical analysis and experimental investigation on ecological preservation area by adopting high-resolution satellite remotely sensed image method and land utilization dynamic monitoring.The research adopts SPOT-52.5m resolution panchromatic image and10m resolution color image as primary data sources, divided into two time phases, it conducts correction, image registration, fusion, mosaic process. By using the supervise classification methods which is typical in relative method based on a single image, being be aided with manual visual interpretation, the author finds out regional land utilization changes, hence to determine the type of changes. Building the land changing models, it adopts dynamic degree of land utilization to describe the changing rate of land utilization types in the ecological control line. And combining with actual survey data, it compares eco-line construction conditions in2005and2009. According to the investigation of the status quo of land for construction in the ecological control line and changing information of dynamic monitoring, based on spatial analysis for ecological land line, obtaining suitable local optimization region, to carry out optimal adjustment on the basis of reasonable demands of the community, it determines the final optimization range and analyzes the potential benefits.
