High achievement is one of the basic goals which the government pursues thoroughly. Along with our country administration reform more and more deeply, some experience and methods are starting to cause domestic government department as well as the administrative educational world attention, which raise the government management level in western developed countries such as Britain and American. Aa a new tool of performance management, the Balanced Scorecard not only applied in profit organization massively, but also obtained remarkable effect in public department.The Balanced Scorecard has overcome the former flaw of performance management, and may carry on comprehensive and systematic strategic management to performance of government management. This paper analyses the feature of the Balanced Score-card and the practice in the public department, aims at the possible applying BSC into performance management in public department, the paper also presents some analysis on what BSC will bring into the government and reform of China's public department.
