The Study On Urbanization Quality Of Shandong Povince

Currently China is in a fast process of urbanization and the urbanization rate in2005 was 56.1%. However, the urbanization quality is not high as the urbanization rate. Along with the protrusion of various urbanization problems, such as the low-level of the resource using, the phenomenon of land waste, the worsen environment as well as the developmental imbalance of town and countryside, China’s urbanization quality is increasingly concerned, even the 18 th CPC National Congress took the improvement of urbanization quality as the development goal of building a comprehensive well-off society. Shandong Province is one of the major provinces of economy and population,taking research on its urbanization quality is of great significance for urbanization of both Shandong Province and the whole country.Taken Shandong Province as research area, based on specifying the connotation of urbanization quality, the thesis elaborated a quality evaluation index system adapting to urbanization of Shandong Province, with considering 5 aspects, namely economy,social progress, ecological environment, propulsive efficiency and urban-rural harmony. The corresponding data from 2003 to 2013 was chosen every other year and Mean-Squared Deviation Weight Method was employed to comprehensively measure the urbanization quality of Shandong Province. In the process of analyzing the results,firstly taken Shandong Province as a whole, the score and the growth rate of both urbanization quality and its subsystem was analyzed separately, then Range Method,Standard Deviation Method, Gini Coefficient Method and Coefficient Variation Method was employed to analyze the discrepancy change of Shandong Province urbanization quality. Secondly, taken the 17 cities in Shandong Province as independent individual, the urbanization quality score and order of each city was analyzed as well as the spatial characteristic which changed from 2003 to 2013 was summarized. The result shows that the urbanization quality of Shandong Province rises since 2003; the urbanization quality turns to be lower and lower from the northeast coast to Southwest inland area; the urbanization quality of the each city is on different level, the development of some cities turns to be far from comprehensive and the developments of town and countryside in some cities are unbalanced. Finally it discloses and analyses the existing problems and inadequacies of urbanization of eachcity in detail and presents development strategy respectively, such as closing the relation between cities, strengthen the construction of rural areas and optimizing the industrial structure.The urbanization quality is a new concept proposed in the context of fast growing urbanization rate, which has been studied by lots of domestic and foreign scholars.This thesis has its own distinction. In the respect of elaborating a quality evaluation index system, the “propulsive efficiency” subsystem was added to make the results of assessment more objective and the rural development indicator, such as “rural income”,was put into the quality evaluation index system to evaluate the urbanization quality accurately. In the process of analyzing the result, this paper proposed that the emphasis of the urbanization quality evaluation of different geographical space scale should be different and analyzed the discrepancy change of the urbanization quality deeply. As far as now, the scholars haven’t come up with an uniform theory and pattern about urbanization quality, which should be more complete to get a more reasonable,scientific and blanket evaluation model of urbanization quality.
