Since China became a member of World Trade Organization, China's financial system has been facing serious global challenge. At the same time, with the development of financial reformation, China's national business banks will compete against each other violently. It is human resources that is the key of all kinds of competitions and challenges.As a member of the department of human resources in Shandong Rural Credit Cooperatives, I know, it hasn't paid more attention on the development of human resources since it was set up, so that it has less talent staffs now. Especially since 2000 it began to reform itself with globalization and liberalization, it is urgent and very important for Shandong Rural Credit Cooperatives to put forward its own strategies and tactics to develop human resources and train all existing staffs so as to get successful among the high global financial competition.The writer did the research on the base of my work in reality. By making use of some international theories about human resource training and the successful case experiences of an American bank, that is, Chase Manhattan Bank, I analyzed the status of human resources in Shandong Rural Credit Cooperatives, finding out that it has serious shortcomings in the human resource training system. Therefore, I put forward my countermeasures and suggestions for the training system of Shandong Rural Credit Cooperatives, that is, three steps theory. The first step is to build a new perfect human resource training system, the second step is to set up a model of training bases, the last is to change Shandong Rural Credit Cooperatives into a study organization. In order to get a good result of these countermeasures, it is imperative to take some in-advance and relevant measures to match the requirement of those three steps, including strengthening all managers' senses for human resource training, improving corresponding management system, increasing more financial investment and other accessorial measures. The ultimate goal of my research is to provide a better service in human resources for the prosperous development of Shandong Rural Credit Cooperatives.
