Research On The Administration Innovation Of Weihai Torch Hi-tech Industrial Development Zone

After almost 20 years' development, Weihai Torch Hi-tech Industrial Development Zone (hereinafter "Weihai Hi-tech Zone") has become one of the key bases for hi-tech products production and exportation of Shandong Province and one of the key regional innovative centers of Shandong Peninsula. Its economic aggregate has maintained an annual average growth speed of over 30%, and its social undertakings, such as education, culture, family planning and civil administration, have made remarkable progress, the experience of which Weihai City has benefited from greatly. However, with market economic system being ever improved, the standard of urban infrastructure being ever raised, the manufacturing capacities of enterprises being lifted in general, the rising of fluidity of such production factors as labor forces, capital and technology, the gradual national deregulation of industries, and the gradual defining of government functions, etc, the original various advantages of systems of Weihai Torch Hi-tech Zone have met new challenges. Among various administration systems affecting the development of Weihai Torch Hi-tech Zone, administration mode is a key factor for the construction and development of Weihai Torch Hi-tech Zone. How to design an administration mode which will be adapted to the development needs and continue to maintain high working efficiency to enhance the advantages of systems of Weihai Hi-tech Zone is a new subject we are confronted with.After reviewing the development history of Weihai Hi-tech Zone, this paper introduces the status quo of administration mode of Weihai Hi-tech Zone, analyzes the existing problems of current administration mode of Weihai Hi-tech Zone, and necessitates the innovation of administration mode of Weihai Hi-tech Zone. From the analysis of administration modes of foreign hi-tech zones, the paper derives successful foreign experiences to inspire hi-tech zones of China and for them to learn from. The paper compares and analyses the current several types of administration modes of hi-tech zones of China, and summarizes the development tendency of administration modes of hi-tech zones of China and the factors affecting the selection of administration modes of Hi-tech Zones. Based on this tendency and these factors, the paper sets the objectives of innovative design of administration mode of Weihai Hi-tech Zone, and in accordance with the actual conditions, puts forward the two different and yet successive schemes of innovative design of administration mode of Weihai Hi-tech Zone, namely the short-term one and the long-term one, the former being integrating Weihai Hi-tech Zone and its neighboring tourism and holiday making zone of provincial level into one; the latter being Weihai Hi-tech Zone enabling its political rule of Huancui District.
