A Study On Governmental Cooperation Dilemma In Megalopolis

Megalopolis is the main form as to urban development and region exploitation and development. The development of region economics plays an important role to the national economics. Urban is the organizer and driver of region economics development, which depends on the division of work, cooperation, superiority mutual replenish and linkage development. TO promote the development of urban relationship, governmental cooperation is a key word, and the local government is deemed to be the vigor factor. The effective cooperation among local governments could make a suitable environment, and make resources to be optimized for the development of unbans.The view of point of this paper is the theory of Field-Habitus of Bourdieu. Megalopolis is a field, which is made up of the local governments. As basic member unit, the relationship among governments is complicated, and affected by the links between unit and field. The governmental cooperation is affected by politics, economics and culture field-habitus.This paper is based on two supposes. The first is that rationality is formed in the field-habitus, it means that the similar rationality is a product of similar economics, society and culture. The second is that the governmental cooperation is formed completely in the field-habitus of economics, politics and culture. It is affected by economics and non-economics factors. The process of cooperation is a process involving economics benefit localization, politics role diversity, and culture location.Basing on the conceptions of habitus, combating plots and social capital, this paper analyzes the function of political power field and official action, and the economical utility field, competition game, information exchange, regional culture, rules consciousness. In the view of field-habitus theory, the paper discusses the way of the countermeasure of predicament, from the respects of common value conscious, shared benefit base, rule system.
