Problems And Countermeasures In Agricultural Product Quality Security Management System In China

The Reformation and Opening has been 30 years and our country has gained great achievements on economic development. Along with the enrichment of people's material well-being, they are no longer satisfied only with the quantity of food, but also the quality and safety of it. This issue has become the focal point of the general public, as well as the major question concerning the stability of the society and the development of national economy. Governments around the world put great emphasis on the safety and quality of food and its management; our government strengthens the full process "from farm to fork" quality control on agricultural products. At present, the research on the management system of the quality & safety of agricultural products is of great importance to solve the problem of food quality & safety, as well as realizing the sustainable agricultural development strategies, and exploring international market for domestic agricultural products, and promoting economic development as a whole.The system of agricultural products quality and safety of our country has begun to take shape, including the monitoring system, system of laws and regulations, standards, certifications and risk assessment system etc. These systems have begun to have preliminary results and need to be improved and developed continuously.Through the research and analysis on the present quality and safety management system of agricultural products, there are still shortcomings and problems, includes but not limited to: poor coordination between management departments, abnormal relationship between the lower unit and their supervisors; inadequate investment in inspection agencies, duplicate construction, out-dated testing equipments, testing level not suitable for the requirements of international trade; lack of operability of laws and regulations, weak punishment enforcement; imperfect standard system; certification system on agricultural products being in small scale, unbalanced participating subjects, and the advantage of certificated product not being fully played; risk assessment on agricultural products needing to get higher degree of attention and be further developed, etc.According to these problems and shortcomings mentioned above, and learning from the experience of developed countries abroad, the following improvement should be implemented on our country's agricultural quality & safety management system: optimize the monitoring system on quality & safety of agricultural products; accelerate laws and regulations system updates, and ensure their implementation; improve the standard system and take full advantage of relating technologies; speed up the development of agricultural certification system and promote the economy as a whole; pay attention to the construct ion of risk assessment system and enhance the capacity to prevent hazards, etc.To promote the development of local management on agricultural product's quality & safety, this study also proposes some suggestions for local government in Zhongmou County, such as: unify the understandings and enhance the awareness about importance and necessity of the work; pay attention on the developing & revising of agricultural standards; combine the work of agricultural standardization and the creating of brand; increase investment, and effectively improve the level of quality inspection of agricultural products; deepen agricultural market access system, and so on.
