Evaluation Of Urban Livability For Nanchang City

With the reform and opening-up policy, rapid urbanization propells the economical development and the improvement of living level as well as many challenges. The livable city is a goal for urban development and planning.Nanchang City shall be initially established as a modern civilized garden heroic city making it a Lake city, a Garden city and a ecological city with a nice view and a prosperous economy by 2010. Efforts shall be focused on the infrastructure: water conservation, transporation, supply of water, electricity and gas, public buses, consistently strengthening the carrying capacity of infrasture, improving the living environment and conditions for the people. The Goverment is deeply concerned with the conditions of residence and living environment by taking these measures, with "people-oriented" as the strategy of urban development.This paper conducts an objective evaluation of, by reviewing the public infrastructure and the process of democracy of Nanchang City, and a subjective evaluation of, together with the questionnaire the habitability of Nanchang City,which obtains the following results:[1] With the adoption of evaluation criterion provided for in the Scientifical Evaluation Criterion on Livable City (SECLC), the development indicators based on the data of the development of Nanchang city in every field indicates: Nanchang meets the level of livable city with the indicators of economic well being the lowest score.[2] The results from the questionnaire concering the habitability of Nanchang suggest;70 percent of the total familities are satistied and the majority of the rest hold that conditions of habitability are ordinary and the families with perfect satisfaction are few. 50 percent of the residents are relatively satisfied with Indicator of the level of Nanchang City with total satisfaction very small in percentage and only 20 percent of the surveyed families express total satisfaction with the state of residence and security while less than 5 percent are satisfied with the environment.[3] The subjective evaluation from the questionnaire indicates that the urban habitality is also ordinary;respectively conducting the satisfaction survey of the relevant administrative areas in Nanchang also shows that the degree of satisfaction is basically the same with the Main City. But the major factors affecting the habitability vary ,for example with a low satisfaction for transportation,and Qingyunpu Zone with the minimal satisfaction index in attending the school, Qingshanhu Zone the lowest index for the convience of medical treatment.[4] By summarizing the results the subjective feelings of the residents comply with the urban habitability .[5] The environmental state is an important factor affecting the Nanchang habitability according to the opinions of the surveyed people.
