A Study On The Problems And Countermeasures Of Rural Minimum Living Security

Taking L County in Jilin Province as an example, this paper studies the problems and countermeasures of rural minimum living security assistance. In order to study the rural minimum living security assistance, this article introduces its meaning, research background,literature review, and describes a comprehensive theory and practice both of China and Jilin Province. What’s more, the paper focuses on rural minimum living security assistance situation in L County, analyzes its basic situation and existing problems, and puts forward the reasonable countermeasures to promote rural minimum living security assistance according to Maslow’s hierarchy of needs, social assistance theory and social support theory. Thus we hope the research will contribute to rural minimum living security assistance and the Poverty Alleviation.This article used the literature analysis collected rural minimum living security assistance related literature and official statistical data, using comparative analysis method to compare the difference of urban and rural minimum living relief and foreign aid difference, using interviews collected views and opinions of experts, scholars, guaranteeing workers, as well as poverty population.This article is divided into five chapters as follows:Chapter One: introduction. This chapter mainly elaborates the research background,research purpose, research significance, research methods, and the literature review from domestic and foreign.Chapter Two: theory and practice of minimum living security system in our country, which is divided into three parts. The first part discusses the basic theory of the rural subsistence allowances system in our country, introduces the connotation of social assistance, minimum living security system, rural minimum living security system. In the second part, the paper briefly explains the theory related to the research, Maslow’s hierarchy of needs, social assistance theory and social support theory included. The third part, introduced the construction process of China rural minimum living security system, which is from the establishment stage to recent years.Chapter Three: rural minimum living security system in Jilin Province, which is divided into two aspects. The first part focuses on the development and evolution of the rural minimum living security system in Jilin Province, and summarizes the achievements in the construction of rural minimum living security system in Jilin province. The second part is the main content of the rural minimum living security in Jilin Province, including the scope and security standards and funds of rural minimum living security.Chapter Four: the basic situation and existing problems of the rural minimum living security assistance in L County of Jilin Province. It is discussed from three aspects. The first part is status of rural minimum living security assistance both in Si Ping City and L County. The second part discusses rural minimum living security assistance problems in L County such as security, security standards, supervision system, funds, and team construction.Chapter Five: this chapter puts forward some countermeasures and suggestions which is hoped to be conducive to the problems and improve rural minimum living security assistance.Through this study, we found that the rural minimum living relief in the supporting system and implementation still exist many unsatisfactory place, the author suggests: actively promote the legalization and standardization of the rural minimum living security system; distinguish with other social security system, and coordination, consolidate the rural poverty alleviation work; implementation corresponding reform, make the policy of guaranteeing and other industrial policy, economic policy and social welfare policy organic combination of, complement each other.
