The traditional industrial transfer theory shows that there are f industry transfers between areas with different level of economic development. However, the gap became more and more obvious between the theoretical expectations and status quo in Zhejiang province nowadays. In response to this phenomenon, this thesis researched the reasons for the industrial transfer lag on the basis of the review of the previous literature, and made a new perspective of industrial cluster.This thesis describes the study background--the status of industry transferin Zhejiang firstly, and then summarize the basic concepts, theories and current academic research in this field. Based on the review of previous studies, the factors affecting the transfer of industry were summarized, including elements supply, clustering and social networks, and business conditions. A theoretical model was abstracted and the data from Zhili Children's wear industry was used as the research sample for empirical Analysis. Zhili children's wear industry is also used for case study.The results indicate that the current industrial transfer of labor-intensive industries in Zhejiang is mainly affected by labor costs, the industrial cluster and the social networks, entrepreneurs and awareness factors, etc. The result is useful in for enterprises, government and industry association to make reference.
