Human capital and its management is the most critical driving force and the single most important source to obtain and maintain core competencies and sustainable competitive advantage in Era of knowledge economy. Tourism enterprises are labor-intensive industries, specificity of the product determines the product quality to depend directly on the quality of services, skills, abilities provided by staff, but also on their enthusiasm, initiative and creativity, which require an effective incentive mechanism to mobilize the enthusiasm of employees and the creative potential. However, differences in employee incentive mechanism design are difficult. The purpose of this research is to establish a more effective incentive mechanism based on the value of employee human capital, using combination of standardized research and empirical studies, combination of qualitative and quantitative analysis and combination of theory and practice. Main research contents are as follows:Firstly, in this paper introduced the research status of the value of human capital theory and incentives.After overviewed the relevant research results, the thesis proposed incentive mechanism based on the value of human capital,and there is a certain theoretical and practical application value.Secondly, analysis the status and cause of the problem of human capital incentives for tourism enterprises, pointing those Chinese tourism enterprises incentives are necessary need to build.Thirdly, the thesis analysis the level of human capital and the value of content of tourism enterprises, the thesis proposed the human capital can be divided into intrinsic value and extrinsic value, and suggest they are the basis to the value of evaluation methods. It can meet the need of the integration of quantitative and qualitative to build incentive mechanism. Finally, the thesis build human capital value-based incentives framework, pointed the steps of building the mechanism .It include the value of human capital evaluation system, incentives factors and the adoption of incentives as well as the restraint mechanism.And the thesis select some of the staff in JQ CITS as research object, to explore specific measures for the value of human capital-based incentive mechanism. It described from the difference and non-differences to introduce incentives.
