AbstractWith the step of economic globalization getting faster and faster, the rapid development of China economy ensured that the GDP has increased by 10% in the first four years of National Eleventh'Five-Year Plan'. But on the other side, the effects of development have been a major threat to the health of our earth, such as the deterioration of ecological environment, the problem of water contamination, and the desertilized sand. Furthermore, shortage of energy reflects lots of problems in the Sustainable Development of China. According to document of the Copenhagen, we have covenanted that the carbon emissions of unit GDP energy reduced by 40%-45% for 2005 up to 2020. This promise shows that China dare to face his own responsibility, which is also a new challenge to the future financial development.This paper aimed at improving the traditional performance evaluation methods by summing-up the Social Duty Theory and the Performance Evaluation Theory. The performance evaluation system covers a wide field about management of enterprises, it is necessary to consider enough parameters in order to judging the effect. So we intruduce Taiji Theory and establish an evaluation system embedded of energy conservation and pollution reduction requirement, which is a four-level performance evaluation system. From top to bottom, this system has goal level, rule level, secondary rule level and plan level. The goal level has two parts, one is operating management, and the other is financial management, they compose the whole rule level. And they like the two parties of Taiji, whose development is based on each other. The two parts both consist of five segments, that is the secondary rule levels. Then each secondary rule levels contain several plan parameters. All of these four levels form the core of this research. Finally, a medium-sized research institution who is asked to be energy-saving and emission reducing has been exampled to expatiate the performance evaluation system established in this paper.
