In face of increasingly fierce market competition, the expanding small and medium enterprises gradually reveal shortcomings and inadequacies in their operation and management. Many companies overlook the importance and role of the performance in human resources management If this kind of situation cannot be improved right now, the consequence will be fatal to small and medium enterprises. Therefore, how to set up a scientific and rational employee performance appraisal system so as to mobilize the employee's enthusiasm is particularly important. Therefore, this paper is the research on what employee performance appraisal system in domestic small and medium enterprises is and how to establish it.Firstly, having reviewed the whole present research on the employee performance appraisal system at home and abroad, it provides for this paper up-to-date reference and guidance of theory. At the same time, it has a detailed analysis on the employee performance appraisal methods and the process of the theory development, which offers the principles and norms for this paper.Secondly, this paper has analyzed the employee performance appraisal system of small and medium enterprises in Chinese current situation, which includes the performance appraisal index system, the performance indicator weight system and the problems under the comprehensive performance evaluation system carefully and respectively.Thirdly, after analyzing the developing way of the comparatively common employee performance appraisal system, this paper develops the model of the employee performance appraisal index system, the performance indicator weight system and the comprehensive performance evaluation system geared to the problems of the employee performance appraisal system in Chinese small and medium companies through the quantitative methods, which guides the construction of employee performance appraisal system in Chinese small and medium companies on the theory.Finally, some empirical studies have been carried out taking the sale post of new building materials company's performance appraisal system in Cangzhou as an example. Based on the established performance appraisal system models, this paper contributes respectively the company sale post performance indicators, the weight system and the performance overall appraisal system. What's more, the effectiveness and practicality of the developing way of the employee performance appraisal system was verified in the paper.
