In the current land use of China, arable land is decreasing year after year, and man-land contradiction has become increasingly acute, farmland quality and reserve resources are increasingly decreasing; small scale and low utilization rate of land can not meet the requirements of agricultural and rural modernization; too much attrntion is paid the on balance of quantity, so quality balance of arable land cann not be achieved; the total scale of construction land is too large, and the expansion trend is difficult to be effectively controlled, disorderly and extensive land use is more pronounced; urban-rural dual structure of land use has become prominent,and regional land use layout is unreasonable;land degradation, destruction are severe in some places,and ecological environment is deteriorating, ect.To achieve dynamic equilibrium of the total amount of cultivated land, our country has carried out the work of the national investment in land development since 2001. and as is granted,40 billion new construction land use fees has been used to pay the implementation of 3054 national investment land development projects, besides,the goal of 451,700 hm2 new increased land was proposed.This figer is a total of the forecasted number of all the plaaning land development projects.However,there is still not an unified approach to caculate the quantity of new increased land.It differs a lot in different places. Fraud even exists in someplace.All these put the goal of achieving dynamic equilibrium of the total amount of cultivated land in an embarrassing consituation.So,to fill the blanks of methods to caculate the the new increased land in land development projects, a scientific, reasonable, feasible and economical approch system should be established.The establishment of this system will help a lot to assess the results of land development and to achieve the dynamic balance of cultivated land amount.There are a few methods to caculate the area of new increased land,such as arable land consolidation coefficient method, integrated balance method, land-used-by-infrastructure mthod, measurement method, a typical sampling method,ect.However,these methods are just suitable for land development projects in some special places,it's their limitation. China has not yet stipulte which method should be used under which cosituation.and the new increased land area in planning-design phase and the area after the completion are not compared. Therefore, it is difficult to master whether the land development projects achieve the area of new increased land,and it is hard to measure the actual completion of objectives or goals. By comparision and analysis of existing additional land measurement methods, and on the basis of land-used-by-infrastructure method and typical sampling method,this paper,which seeks to ensure theoretical feasibility and science of the method, proposes to use improved sampling method for a typical place to estimate the new cultivated land. And the land development project of 3 villages,which named xiangtanzi (ect.),at ShuangShi Town, Yongchuan District, Chongqing City was taken as an example to test the feasability operability in economics.Therefore.the defects of the existing measurement method can be corrected,and the theoretical level and practical combination in caculating the area of new increased cultivated landin land consolidation projects can be ensured.According to the Calculation of land readjustment project before the implementation of the additional land area:33.84hm2, with a typical sampling method to calculate the additional land after the project area:32.78hm2 comparison, a difference of 1.06hm2.
