Study On The Benefit Evaluation Of Mountain Area Land Consolidation

At present, China's land utilization is faced with dual pressures of population growth and economic development. The decline of cropland acreage per capita and farmland quality is a serious threat to economic development, social stability and environment protection. Initiating a wide range of land consolidation is an important way to coordinate the relationship and to ease the contradiction between people and land. This is an inevitable choice for agricultural modernization, rural economic development, farmer's incomes and building new socialist countryside. Benefit evaluation is an important component of land arrangement; it will promote the sound development of land consolidation. Researching benefit evaluation of land arrangement is of great significance for enriching theory of land consolidation, steering practical activities of land arrangement.The author researches the theory of land arrangement firstly, including the concept, theoretical basis, and content of benefit evaluation. Then the method and procedure of benefit evaluation are put forward, including the evaluation index system and the model. After that, project in Xianba Village of Zhoubai Town, Qianjiang District is taken as a case. Applying method of fuzzy comprehensive evaluation, the author evaluates economic, social, ecological and overall effectiveness before and after finishing. Finally, weaknesses in the article are discussed and the following conclusions are concluded:After implementation of consolidation in project area, the score of economic evaluation increases from 32.58 to 68.25 and the rank rises from "poor" to "general". The score of social assessment increases from 31.65 to 80.58 and the rating rises from "poor" to "superior ". The score of ecological evaluation increases from 36.84 to 82.51 and the rank rises from "poor" to "superior ".Assessing comprehensive efficiency before and after finishing, the score increases from 47.98 to 75.16 and the rank rises from "poor" to " good ". Consequently, carrying out land consolidation will bring about marked economic benefit, social benefit and environment protection benefit. The multiple benefits are unified, so the goal of land consolidation will be achieved.
