Study On The Obstacle And The Countermeasures Of The Collective Land Employment Right Pasts

Since 1970s, China began to implement the countryside family payment proportional in general countryside. The reform to promote rural economic development and improve living standards of farmers has made significant achievements. Currently, build a new countryside, gradually realize agricultural modernizatio, increase the income of farmers as the main destination in our country. The collective land employment right pasts as one of measures in reform and construction.However,with the development of modern agriculture, agricultural economy of rural reaches the bottleneck stage. Most countryside is imperative to establish and perfect the system of the collective rural land employment right pasts in China.The collective land employment right pasts started firstly in eastern China such as Jiangsu and Zhejiang Province. We found that these regions had a developed agricultural economy from the reform and practice of the collective land employment right pasts. With years of reform and exploration, the transfer of the contractual right of land can be carried out according to law and on a voluntary and compensatory. The efforts on transfering of right of land were carried out step by step in Southwestern, such as Chongqing and Sicuan provinces. It had a very positive impact on increasing the land utilization rate and farmers' incomes and enlarging the agricultural production scale. But the economy of agricultural is lagging behind in Southwest of China. Because of the mountain geography and location of natural factors,land concentration is difficult. As a result of backward transport infrastructure, obsolete the traditional concept of peasants and grass-roots officials lacking knowledge of the collective land employment right past, the work of the collective land employment right past is blind and disorder.This paper based on the current situation of the collective land employment right pasts in Southwest, analyzed the barriers of land transfer in Southwest, combined with the achievements of the collective land employment right pasts in developed provinces. According to the impact of the collective land employment right pasts, the feasibility of programs and measures which will have a guiding significance to the collective land employment right pasts in Southwest were explored.
