Port as a marine and terrestrial interface point, has a vital role in land economy to marine extension; with economic globalization and regionalization, port development is increasingly quickly, at the same time the rapid development of the environmental pollution problem is also paying attention to. Liaoning province as the only marine outfall in Northeast China, its future development must be geared to the needs of the sea, coastal shoreline resources and port resources, where the port resources is a key component of regional development, so the port enterprise development speed and quality is tied up with the development of Liaoning coastal economic zone. While the development of the coastal economic zone in Liaoning inevitably caused environmental damage and, therefore, to focus on development, particularly the port development and the balance between the environments, is future work in Liaoning province. The concept of ecological civilization as a guide for building ecological ports in Liaoning province, to achieve the objective of sustainable development is the target of the port development in Liaoning province. But at present there is not a very good rating system to determine the ecological level of development of the port group and found problems in the development. In this context, this article is largely dictated by the analytic network process (ANP), established the assessment system of ecological port group in Liaoning province, study systemic and comprehensive on evaluation of the Liaoning province ecological port group. This will help the port group in Liaoning province and ecological environment, and reaching the goal of sustainable development. This article was previously published research results with theoretical and practical aspects of value.
