Reducing human resources cost, creating profits to support the growth and extension, are the ways of enterprise effort and development of survival. Compared with another kind of dominant competition --- differentiation, it is much more reasonable and feasible to seek the human resources cost savings inside the enterprise.The traditional method of ordinary enterprises managing costs is cutting off the use of resources from the origin, or limiting the use of resources through strictly checking. These methods lead to employees hard struggling, and because of limiting resources, enterprise efficiency underperforms, all these are the greatest confusion of enterprises which have centered around and have managed based on costs.Cost is the resources of employee accomplishing mission objective, is the results of interactive operation of every part of enterprise internal value chain, is decided by employee's mental attitude, working capability and grasp the extent of knowledge---occurrence because of the employees'incessant repetition operation in any part of enterprise value chain, is accumulated by activity and time, however, it expressed by the form of resources---accounting subject, for instance, staff salaries, rent, depreciation, clerical costs etc. This way of using accounting subject to understand cost and reduce cost, has affected the depth of enterprise management cost.When staffs face the controlling cost and managing targets, the ordinary forms expressed are: do not do unrewarded, unevaluated or ignorant tasks. In other words, the very first things which need to be solved before managing cost are encouraging staffs and evaluating staffs. This is an issue about efficiency of human resources; also it is an issue about financial functions, it is important to let more managers be aware of drive factor of human resources cost---task activity and time, let all levels of management and manager hand in hand and let managing cost and reducing cost be more effective.Liaoning Province Posts and Telecommunication Engineering Bureau (hereinafter referred to Engineering Bureau) is subordinated to Liaoning Mobile Communication Co., Ltd. state-owned enterprise, undertakes all project design, construction, planning and other major businesses of Liaoning Mobile Communication Co., Ltd. in all province. As the volume of business increased year by year, there is an increased demand of for new employees, so that the huge cost of human resources becomes a big issue in the enterprise. Thus, it is necessary to control the cost of human resources effectively. All professional managers in charge for different departments in the enterprise should pay attention to various factors which cause the excessive labor costs. For instance: excessive production personnel, irrational personnel structure, not high staff member's character etc. and analyze the basis reason in dynamic. For those problems associated with possibly increasing the cost of human resources, specific and practical responses should be made in advance. Human resources, finance and other administrative departments should concern about the actual problems which could lead the excessive cost of human resources in the enterprise, should formulate a human resources cost control system for the whole bureau to achieve that all operation indexes can be accomplished, and the cost of human resources can be reduced in order to dominate and consolidate Liaoning Mobile communication business market.The core task of human resource cost management is to build a fairly sound human resources cost control system. Control the expense of human resources is an important means of the system. It allows the costs to maximize the promotion of optimal allocation of human resources in order to let enterprises fully utilize the human resources. There are also risks in HR cost control system. For those human resources cost control system issues existed in Engineering Bureau, they could be solved through doing research of human resources management and control system in the enterprise, and formulating a serial of measures and methods according to the reality, in order to make human resources control more scientific, rationalized and make human resources cost control system better and better in order to solve"excessive employees, irrational employee structure and common level of comprehensive quality"and so on issues which caused by the increased business volume. It also could reduce the risks on project design and implementation, safe network equipment operation and smooth flow of transmission lines. The research of Engineering Bureau human resources cost control system could be used directly to guide Engineering Bureau human resources cost control. The result could also be used for guiding other similar enterprises human resources cost control.This paper adopts the method of combination of theory statement and practical task to explain"Definition of human resources management","Components of human resources cost""How to control human resources cost","The control of human resources cost"and so on. This paper combines with the actual case of establishing human resources cost control system in Engineering Bureau, demonstrates the possibility of the system of human resources cost control.The author combines human resources control with actual task request through utilizing the actual achievements of Engineering Bureau human resources cost control system, combining modern human resources cost control methods and practical situation, and using"Decision tree""Shark fin diagram""Comparative law"these three management methods. The combination of decision tree and measures of the risk of human resources and employment services is used for the optimization of the proposals of network maintenance projects. The author presents the specific methods of reducing human cost through doing research on the past network maintenance resources cost control, and specifically analyzing"Shark fin diagram"and"Comparative law", then demonstrates the methods via using actual cases.This paper discusses the methods and processes of managing projects, and specifically analyzes human resource cost via utilizing the case of establishing a complete Engineering Bureau human resources cost control system. The result of this research could be used directly for guiding the control and management of Engineering Bureau human resources cost. It could help enterprise to reduce the human resources cost, and could be utilized for human resources cost management of other similar enterprises. Through the effective control of Engineering Bureau human resources cost, not only motivate employees, improve the project (design, construction), maintenance and service quality, but also sharply reduce the duration of network maintenance, in order to smooth all the processed of tasks, realize the expectation of human resources cost control. The enterprise needs to establish and perfect human resources cost control system, through establishing human resource management and cost control system, improve comprehensive quality of employees while timely raise staff salaries and other benefits, and continuously improve the cohesion of the enterprise in order to effectively control the quality of engineering design, the quality of construction, the quality of network maintenance, and the quality of enterprise management. In order to ensure the Engineering Bureau human resources cost control is valid and scientific, finally realize the overall design and operation idea of the optimization of Engineering Bureau cost control, such as: rational use of human, financial and material resources, ensure that the Engineering Bureau owns a long term, sustainable, steady development. Meanwhile, this would be very important for reducing the cost and improving the profits for Engineering Bureau. With deeper and deeper awareness of enterprise human resources cost control and management, new theories and methods through utilizing modern scientific methods, more and more new theories and methods of human resources cost control are presented and applied.With the fast development of technology, more and more advanced technology techniques are applied in mobile communication network. Engineering Bureau also faces technology updating, training and creating a large number of technical personnel who adapts to the development of mobile communication technology should exist"people-oriented, well organized, reasonable arrangement, make the best use" principle, adopt all methods to keep professional technical managers, grab the opportunity of the fast development of mobile communication, deepen the key link in enterprise management, under the premise of quality and quantity guaranteed and the smooth and safe of network, effectively control human resources cost, effectively improve the enterprise profit margin, in order to keep the health and sustainable development of enterprise.
