With the national economic development, more and more business people choose to start a company, as long as previous scholars consider people who have certain resources and capabilities must choose this way as their career development. However, this is not true. There are some people who have outstanding ability and enough resources, but donnot select entrepreurship. Therefore, in business management field, scholars have studied the factors affecting entrepreneurial inclination. Similarly, the problem of the early growth of new innovative science-technology enterprises is a deep analysis of important theoretical issues, especially for scientific- technological enterprises, its early growth is a sign of entrepreneurial success. Formly, scholars generally felt that as long as the market prospects and resources, enterprises are developing sooner the better. But that is not the case, even in the development of favorable circumstances, some people would choose to grow steadily or even intend to maintain a manageable size for its own expansion, rather than vigorously. Therefore, business growth is seen as a deliberate choice. Since it is an option, there will be a lot of factors to consider, in view of the special start-sized enterprises, not like the existing business, the new company's decisions and actions does not depend on the organizational structure, behavioral practices and other systemic factors, but to a large extent depends on the individual entrepreneur, or even that the new business is a continuation of the entrepreneur's personal characters, whose capital directly affect new business in the early growth. Therefore, this article study the growth problem of new enterprises from the entrepreneur's own characteristic aspects.From the "attitude / orientation - process - performance" paradigm, the growth aspirations of new enterprises play a very important role. Based on human capital theory, social capital theory and the theory of planned behavior, entrepreneur's attitude and the expansion rate of the growth he expected plays a vital role in the future. The growth aspirations of new enterprises and entrepreneurs's human capital are closely related, there are still many controversies between specific relationship. Later, the concept of social capital suggested that entrepreneurship research will consider people on his network environment in which to carry out. By this thinking, this paper attempts to use social capital ?theory to explain the differences between the relationship of entrepreneurial human capital and growth aspirations of new enterprises. According to social capital theory and human capital theory, this article will be placed in a unified model of the three empirical studies, focusing on the intermediary role of social capital.Based the survey data of 321 new science-technology enterprises in Jilin, Fujian, and Beijing, using SPSS17.0 analysis, according to multiple regression analysis, the steps in turn, draw the following conclusions: with different human capital and social capital, entrepreneurs will use different methods to set and revise their growth expectations, the reason why there are diffrences of the relationship between official human capital and entrepreneurial start-tech business growth aspirations is because it is not directly affected the growth aspirations of a new scientific-technological enterprises, but by intermediary role of social capital to achieve. According to the characteristics of scientific-technological enterprises, through empirical study proved this. The knowledge and abilities entrepreurs of new scientific- technological enterprises acquired in the education process, through relational capital and cognitive capital not directly on the growth aspirations. There are differences between Informal human capital and entrepreneurial start-tech business growth aspirations is because each experience will have different effects, including negative and the positive, it will derail comprehensive consideration of the role. Different results in different circumstances. Especially for new ventures, business experience has a significant positive relationship, indicating whether the record has been industry's desire for business growth is not much relationship between the entrepreneurial experience of the scientific and technological enterprises, the entrepreneurs early stage and did not play a very important experience. To some extent, show that high academic qualifications do not necessarily represent a high growth, the entrepreneur needs to be put to him in which the environment can be considered.For start-ups, the entrepreneur's personal capital in the early development of enterprises play a decisive role.
