Currently, the prevalent questions of project management are that needs of key resources can not be met when needed and resource confliction, which impacts seriously on the schedule of the project, especially in the petrochemical industry. In the context of economy globalization, the petrochemical market are always changing, if we can seize the opportunity to implement the project and put into operation when the petrochemical market is in strong sales, which will bring us substantial economic benefits. If we can't control the schedule of project effectively and carry out the entire process optimization and result in project delayed or not be put into operation, which will bring a heavy burden to enterprises. The thesis focuses on the schedule optimal control problem of 700KMTA ethylene project of Jilin Petrochemical Company.This thesis is divided into five chapters including introduction, 700KMTA ethylene project schedule constraining factors, establishing the schedule management system and process of 700KMTA ethylene project and the schedule optimization control 700KMTA ethylene project.In the introduction, this thesis introduces the project management outline, the background and overview of 700KMTA ethylene project and the construction target and expected effect of 700KMTA ethylene project.In addition, this thesis discusses the constraining factors of project schedule control, introduces the schedule control issues of petrochemical project and bring forward the characteristic and difficulty of 700KMTA ethylene project as well as the quotations and analysis of schedule management, which also makes the following matting.In 700KMTA ethylene project schedule preparation, this thesis mainly introduces three aspects including the formation of organized team, the schedule implementation and the resources ready. For forming organization team, the author explains the importance of project optimization control and formation of project team in a large state-owned Petrochemical Enterprises and put forward organizing team according to the state-owned enterprise features and characteristics, such as the formation of project headquarters, prophase preparation, equipment, engineering, production, investment and project management department, which provides organization guarantee for project optimal control. For the project schedule, the thesis describes the project and breaks down in accordance with project management requirements, defines the project responsibilities and arranges the overall schedule. For resources preparation, this thesis identifies the major equipment selection type, construction site preparation, construction team and supervision units preparation, fund preparation, equipment spare parts preparation and other preparation, which creates the preconditions for project schedule control.This thesis studies how to establishing project schedule management system and put forward project schedule control process. Moreover, project schedule control characteristics are summarized and a dynamic project schedule control, a flexible project schedule control, the closed loop project schedule control .that has a brief description. In order to carry out the progress optimal control effectively, this thesis put forward establishing three-tier schedule management system including the total project schedule control, the project master schedule control, the project detail progress control and example is cited about three units ethylene project actual progress and planned progress. This thesis also discusses 3 plans project progress management system implement ways. First is to implement three plans program management system units and personnel responsibilities; Second is to hold related meetings about three plans program management system; Third is to build three Progress control information flow channels. In addition, the this plan progress on the workflow management system has been seriously sort out, which is important to investigate establishing total control of the progress, phased schedule plan or division phased project schedules, weekly program.This last part of the thesis focuses on the progress optimal control problem, optimal duration and the overall optimization of project construction resources were studied respectively. In duration optimization, focused on schedules optimization problem under the premise of quality, cost control and put forward the dialectical relationship among quality, cost and progress. They are to re-examine the critical work period, to re-examine project plan, to re-examine the key lines, sub-critical work etc..In the project construction resources overall optimization, the relationships between construction resource utilization laws and alternative resources consumption are proposed, such as labor requirements in various segments of the project construction are different and construction stages have the largest labor requirements. In addition, labor requirements are different in the same areas but at different times, which is a process of little to much further from more to less. Moreover, the change rate of labor requirements is different in a different time but at the same part, which is the general law that from slow to a rapid increase, in the slow increase and then fall slowly to the rapid decline, in the slow decline. Human resources, equipment and materials, construction equipment optimization method are proposed and the relationship curves between equipment materials procurement and construction progress is sorted out. The method is proposed that a reasonable equipment and materials procurement plan, carefully selecting quality suppliers, the equipment and materials implementation tender management, which is early intervention to save time, strengthen the key equipment supervision, strict quality inspection equipment material optimization progress. Optimization for construction machinery, the thesis proposes the construction site according to the characteristics, rational distribution and arrangement construction machinery, and causes construction machinery to be made full use in the scene, and considers the construction of nodes and cross-state, construction equipment idle and not to cause confusion, to ensure that the overall construction schedule controlled point.The project conflict with the humane care were also discussed in this thesis and put forward the type of project conflicts and solutions, which focuses on the state-owned large-scale refinery enterprises to develop the importance of humane care, and proposes to create a comfortable working and rest environment, to carry out the necessary cultural and sports activities, on a regular basis to visit and other humane care ways and means of arousing the enthusiasm of the combatants, and to cause them always to feel happy and to be full of energy, to play extraordinarily, to reduce conflict, which ensure the project schedule control.
