As an important component of the recycling economy and sustainable development, reverse logistics has been receiving more and more attention from government and enterprises all over the world. With the progress of the science technology and the improvement of people's living standard, appliances are becoming more and more popular, and the number of waste household appliances is increasing. Waste appliance recycling is an important aspect of resource recovery; it almost involves all areas of our life and industry, and has become a necessary part in recycling economy and sustainable development. In the beginning of the logistics development, government is the subject in promoting the development of the appliance reverse logistics, enterprise is the implementers. But the ultimate goals of them are not the same, the government's final objective is to maximize the social welfare, while the objective of the enterprise is to maximize benefits, based on the different goals, it leads the game between them.In this paper, the game players are government and enterprise. At first, the paper analyzed the system of waste appliance reverse logistics, discussed the action of government in reverse logistic development, and the development of the waste appliance reverse logistic enterprise was divided into two period:build and operation. For the period of build, we can see it as a single phase of the game, in this paper, it used static game with complete information to describe this problem, and elicited what measures the government should take, and the enterprises will build the waste appliance reverse logistics system. For the period of operation, the government and enterprise should consider the recycling process from a long-term target, we use repeated game to describe the problem, and work out the expect payoff of government and enterprise. It reaches a conclusion that, what is the target level government give subsidy, enterprise will recycle waste household appliances actively. In accordance with the above extrapolating the results, this paper takes the waste television as an example to analyze the result of the game, and puts forward some strategy that the government should adopt to develop waste household appliance reverse logistics, and puts forward several proposals on the approach of laws and regulations, financial subsidies, Extended Producer Responsibility (EPR) and propaganda of environmental protection.
