| It is the power and source for scientific and technological investment to promote the advance of science and technology, and its quantity and using validity influence the level and competitive ability of science and technology directly, as well as the economical development and social progress. From the short-term, national or regional science and technology investment is always limited with the resources scarcity, therefore it is more important for the pertinency, rationality and using validity of science and technology investment. Whether does the science and technology investment increase the total social knowledge quantity, whether to promote the entire social technical level, whether to obtain the science and technology competitive advantage, whether to promote the economical growth, it is the key to the efficiency of science and technology investment. The industrial enterprises is the main science and technology investment execution department in a country, therefore it has the vital practical significance that making comparing research on the industrial enterprises'science and technology investment to research the rule of our country's industrial enterprises'science and technology investment deeply, the resources' reasonable using and enhance the using efficiency of fund.Firstly, the research elaborates the definition of science and technology investment, and analyzes the present situation and the existent insufficiency of our country's industrial enterprises' science and technology investment. Then, it compartmentalizes our country's industrial enterprises according to the technical feature, economical character and geographic distribution three aspects, and makes it as the study object. It establishes a comprehensive evaluating indicator system based on dividing the science and technology investment into the manpower investment and the financial investment, and makes a comparative analysis using the C2GS2-ISS model in data envelope analysis on industrial enterprises science and technology investment validity with the different types. Meanwhile it draws a picture of different type enterprises scientific and technological investment effectiveness that is like a flying-wild-goose based on the classification valid results.The results indicate:(1) The industrial enterprises with lower research and development intensity can obtain the higher technological innovation output efficiency. In the 25 industrial enterprises according to the technical feature division, the highest investment validity departments are tobacco product industry, furniture manufacturing industry and petroleum processing coking industry; the lowest validity departments are food and drink manufacturing industry, chemistry raw material manufacturing industry, medicine manufacturing industry and the plastic industry. It is worth paying attention that the science and technology investment validity of high-tech industry in our country is comparatively low at present. (2) There are big differences among the industrial enterprises with different ownership system structure. The technological activity's efficiency of the state-owned enterprises and the state-owned sole ownership limited liability company is somewhat low among each kind of industrial enterprises, and stock limited company's science and technology investment validity is also low. Whereas the Chinese-foreign joint venture, the Chinese-foreign cooperative enterprise, and the Hong Kong, Macao and Taiwanese businessman cooperative venture's investment validity is high.(3) From the industrial enterprises' science and technology investment valid among various provincial areas, the eastern area's is higher than that of mid-west area. Because of industrial structure, the western area' science and technology investment validity is higher than that of middle area. Middle area's science and technology investment validity is somewhat low, who should set up the effective shift mechanism of science and technology investment to promote economy's development using the science and technology as soon as possible.This research has made the innovative exploration in following two aspects:First, this research using related criterion has carried on the industrial enterprises exhaustive classification, and made science and technology investment validity rule into the industry. Second, it has divided science and technology investment validity into the manpower investment validity and the financial resource investment validity, and selected the appropriate method to measure, thus causes the valid appraisal to be more precise and the operational. |
