The existing researches have explored the economic benefit output of the transformation of scientific and technological achievements and the negative external output of the ecological environment.However,the positive externalities of the transformation of scientific and technological achievements of enterprises have not attracted the attention of scholars.Based on the efficiency and green characteristics of the transformation of scientific and technological achievements,the article incorporates the positive externalities of the transformation of scientific and technological achievements of industrial enterprises into the ecological environment into the research framework,and builds an evaluation index system for the transformation efficiency of industrial enterprises'comprehensive scientific and technological achievements.The 2016 annual data of Chinese industrial enterprises was selected,and the method of correlation analysis and principal component analysis to determine the weights demonstrated the scientific nature of the indicator system.Afterwards,the article uses the DEA cross-efficiency model to measure the conversion efficiency of scientific and technological achievements of Chinese industrial enterprises at present,and after the in-depth analysis of the efficiency values,proposes countermeasures to promote the green transformation and development of Chinese industrial enterprises~2.The above studies have led to the following main conclusions:First,the correlation analysis and the objective empowerment of principal component analysis indicate that it is scientific and reasonable to add the ecological environment positive external output index in the evaluation index system of industrial enterprises'scientific and technological achievements transformation efficiency.On the whole,during the evaluation period,Chinese industrial enterprises have a certain degree of efficiency loss in the transformation of scientific and technological achievements.The development of Chinese industrial enterprises has not yet achieved the harmonious unity of economic benefits and ecological environmental benefits.Secondly,the transformation of scientific and technological achievements of industrial enterprises The negative external influence of the ecological environment will significantly reduce its efficiency value.The environmental damage and energy consumption brought about by the transformation of scientific and technological achievements of industrial enterprises is an efficiency loss for the whole society.Finally,the transformation of industrial enterprises'scientific and technological achievements to the ecology The positive external influence of the environment will improve its conversion efficiency.Taking Hainan Province as an example,the transformation and upgrading of green,ecological and environmental protection has greatly improved the efficiency of the transformation of industrial enterprises'comprehensive scientific and technological achievements,and ranked third in the country.Secondly,the classification and evaluation of the conversion efficiency of comprehensive scientific and technological achievements of Chinese industrial enterprises found that the regional differences in the efficiency of the transformation of comprehensive scientific and technological achievements of Chinese industrial enterprises are significant,and the regional development is unbalanced and uncoordinated,generally showing a decline from the eastern region to the central and western regions.Ladder"distribution characteristics.At the same time,the economically developed provinces and autonomous regions(autonomous regions)in eastern China,such as Shanghai and Fujian,have large scale of resources investment,but the conversion efficiency of industrial enterprises'comprehensive scientific and technological achievements is relatively low,and the central and western provinces with relatively backward economy such as Guangxi and Chongqing In Hainan Province,the scale of resource input is small,and the efficiency of industrial enterprises'comprehensive scientific and technological achievements is relatively high.This shows that the conversion efficiency of industrial enterprises'comprehensive scientific and technological achievements is not necessarily positively related to the degree of economic development.This also requires us to analyze the specific problems of the provinces and specific issues.Thirdly,based on the cluster analysis of input scale,it is found that,in general,the economically developed provinces and autonomous regions(autonomous regions)in eastern China have a large scale of investment in the transformation of scientific and technological achievements of industrial enterprises,and the investment in the provinces and municipalities(autonomous regions)in the central and western regions is relatively small,but The investment scale and output efficiency are not necessarily positively related;for provinces and cities(autonomous regions)with similar input scales,the most efficient provinces and municipalities(autonomous regions)are used as benchmarks to learn the advanced experience of benchmarking provinces and municipalities(autonomous regions),and combine their own actual conditions.The optimal adjustment of the input structure of scientific and technological achievements transformation and the effective allocation of production factors will bring about an increase in the efficiency of the transformation of scientific and technological achievements.Adhering to the drive of innovation,green development,adapting to local conditions,abolishing redundant resources and upgrading the level of green technology are effective measures for the transformation and upgrading of Chinese industrial enterprises.
