The disequilibrium theory of economics considers that disequilibrium is a kind of normality, the only method to improve the economic efficiency is to change the nature of disequilibrium and minimize the extent of disequilibrium in order to achieve optimum allocation of resources under the condition of disequilibrium. The date on supply and demand in real estate market of Changsha City recently indicates that the imbalance phenomena between supply and demand has always existed in Changsha City, therefore, researching the disequilibrium problems in real estate market of Changsha City and putting forward some pertinent controlling countermeasures to promote the development of real estate market in Changsha City continually and healthily is the main purpose of the paper.Firstly, this paper presented the related theory of real estate market on supply and demand and disequilibrium theory of economics, then, it combined the both theory to construct an effective model between supply and model on the research of disequilibrium in real estate market. Secondly, by introducing the disequilibrium econometric model of real estate market and using Eviews statistical software, the paper fitted the unbalanced econometric model of real estate market of Changsha City, based on which it estimated and analyzed the unbalanced degree of real estate market of Changsha City. The results showed that the real estate market of Changsha City has been in a disequilibrium state since 1998, there was a certain extent fluctuation of the unbalanced degree, and the effective demand in recent years trended to be insufficient. Thirdly, based on the above analysis, the paper analyzed the disequilibrium form of real estate market in Changsha City, it considers that the disequilibrium phenomena of real estate market in Changsha City includes quantity disequilibrium on supply and demand, structure disequilibrium, space disequilibrium and price disequilibrium. Therefore, on the foundation of the four disequilibrium form, this paper came up with the macro-control target of real estate market in Changsha City, which is to maintain the overall quantity balance between supply and demand, optimize the structure of the real estate market, layout the space reasonably and adjust the house price appropriately. Then, it discussed the macro-control suggestion from the aspect of quantity control on supply and demand, structure balanced control, spatial layout control and appropriate house price control.Analysis of all the real estate market operation are based on supply and demand analysis, the disequilibrium phenomena of real estate market mainly dues to the structural unbalance between supply and demand. Finally, in this situation, for the support of sustained and healthy development of real estate market in Changsha City, this paper put forward some countermeasures and suggestions from the aspect of supply and demand about how the government should effectively macro-control the disequilibrium real estate market in Changsha City.
