Currently, it faces with various difficulties that seriously constraints the efficient operation of the Rural Minimum Living Security System.Through the empirical investigation of the running conditions of the Rural Minimum Living Security System in Q County, Henan Province, on the basis of literature review, questionnaire survey and case interview, and from the system standardization, supply system, the funds guarantee system, the operation, the identified of the security object, the system of ideas and knowledge, the system monitoring, the infrastructure construction, the basic backgrounds about the insured, the need gratification and so on, this thesis gives a detailed analysis on the practical statement of the operation, the existing problems, practical difficulties and actual results of the operation of the Rural Minimum Living Security System in Q County and finds the universal problems.On the basis of analyzing results, this thesis puts forwards the following effective suggestions. Firstly, strengthen the construction of system, make the Rural Minimum Living Security Law, to ensure the long-term nature of authority of the Rural Minimum Living Security System, promoting value idea, beginning from a harmonious society and people-oriented values to strengthen the humanistic of the system. Second, specific the responsibilities of government at all levels and make sure the smoothness of capital supply. Third, Perfect organization, promote aid levels, integrate the rural social relief system, improve the system convergence, the introduction of social work, enhance the comprehensive and Professionalism. Fourth, standard operating procedures, strengthen publicity and supervision. Fifth, implementation of the security for classification of facilities, mining development capacity of different poverty groups and raise the pertinence of the system. Sixth, strengthen publicity and supervision, increase the system's binding.
