| The rural areas in our country are relatively undeveloped, as the condition in Hanzhong. The generally low qualities of rural labors have restricted the agro economic development and can hardly be solved as a bottleneck of the three rural questions. The farmers'question is the core issue of the three rural questions, and the key point is the peasants' quality, above all, the fundamental problem is the investment of human capital in rural area. Therefore, it's very important and urgent to improve rural human resource.This thesis collected the condition of human resource in Hanzhong area, focusing on data of rural human resource at different stages and contents. And based on the collation and analysis of relevant data, by means of combination of norm and demonstration, qualitative and quantitative, and also comparative study, this thesis summarized the characteristics and the experiences in order to provide some bases, strategies and countermeasures.Combining the data of the Fifth population census in Hanzhong with the analysis of the practical situation and other data, it is pointed that in order to achieve modernization of agriculture and rural area, we must intensify our efforts to develop the rural human resource, to improve quality and competitiveness of rural population, to develop the human resource scientifically by means of rational allocation and effective utilization. With those efforts, we can change the population burden into the advantage of human resources.To a great extent, the development and utilization of rural human resource determines the speed of rural economical improvement, the level of farmers' income, and even the potential capacity of the entire national economic advancement. But it is not optimistic about the current situation of rural human resource development in our country. The poverty-stricken areas in Shaanxi Province concentrate in Southern and Northern, and the largest part of poor areas is the Qinba Mountain area in southern. As located in the heart of Qinba mountain area, Hanzhong and even Qinba mountain area, especially in rural areas, possess a large numbers of human resources. But the quality is entirely low-level, the idle manpower and waste of labor force is relatively serious, the high-quality personnel are insufficient and the drain of talent is in a huge number. Accordingly, the human resource development in Hanzhong should focus on strengthening the basic and vocational education, on establishing a medical and health care system to improve their health condition, on setting up the effective mechanisms to attract talents, on paying attention to development of township enterprises and individual economies, and focus on arrangement for migrant workers. Thereby the human resource optimization will be achieved successfully.The overall exploitation and the capacity building of rural human resources in Hanzhong has become a regional and even a national major issue for economic and social advancement. Rural human resource development means that the productivity of rural manpower should be made the full advantage of, the entire quality of rural manpower should be enhanced, and the rural economy should be optimized and developed efficiently. It covers two aspects:firstly, the utilization of the human resource in existent; secondly, the exploitation of the potential human resource. Consequently, it should combine theory with practice in the long run and it should intensify efforts on development of rural human resource. Therefore, the achievement of human resource development will provide strong security and support to ensure sustainable socio-economic development. |
