Study On Agricultural Land Consolidation Potential Evaluation In Kunshan City

With the rapid development of socio-economic and the acceleration of urbanization, the continued expansion process of construction land has increased great demand for land, and the scarce of arable land resources has become basic national conditions in our country. Some phenomena such as the inefficient and irrational use of land exist in many places, it shows that the contradiction between human and land has been intensifying. In order to realize the national economy quicker and better development, the Party Central Committee proposes the macro strategic objective to maintain dynamic balance of farmland. Land consolidation can not only promote the rational use of land and the rational allocation of land resources, but also can adjust the land use structure and land relations, and improve the ecological environment. It is one of the important means to protect the red line of arable land. The evaluation studies on agricultural land consolidation and reclamation potential has attracted widespread attention.Kunshan is the typical city of the rapid urbanization areas, where land requirement is relatively higher. Based on the assessment of rural land consolidation potential theoretical research, based on actual survey data, Kunshan City, agricultural land consolidation potential and rural construction land consolidation potential levels were measured and divided, has important social significance. The main findings are as follows:1) Based on the analysis of the agricultural land consolidation potential and the survey data of land use of Kunshan, this paper figures out the total area of the agricultural land consolidation and reclamation is 19838.97 ha, of which 15539.7 ha of arable land resources is to be consolidated and the consolidation potential of agricultural land in the whole city of Kunshan is 368.41 ha.2) According to the policy index calculation method, the calculation results in Kunshan City of rural construction land consolidation can add an area of 3627.62 ha of arable land3) This paper separately uses relative coefficient method and absolute coefficient method to divide levels for consolidation potential of agricultural land and rural construction land of Kunshan from the two aspects such as efficiency and number, and analyze applicable conditions of each evaluation method.4) According to the accelerating industrialization and urbanization, increasing rigid demand of construction land, and many challenges such as how to do with land protection, rural construction planning and management, and environment capacity, the paper gives some suggestions as follows. We can strengthen the rural construction planning and management, improve the tapping work of the stock land, implement the funds to build a multi-channel fund-raising mechanism actively, and enhance the propaganda work on guide and promotion in order to ensure the program feasibilities.
