The establishment of harmonious labor relations in non-public enterprises is the key and difficult points of building a harmonious society as well as an important part of the establishment of harmonious labor relations. Currently, too many labor disputes in non-public enterprises have become a discordant factor of harmonious labor relations in a harmonious society. Therefore, how to correctly understand and resolve this problem has become a crucial issue demanding prompt solution. It is under this background that the paper studies the labor disputes in non-public enterprises. The study has theoretical and practical significance for enhancing the responsibility of the government, transforming business philosophy and increasing laborers'interest.This paper makes an in-depth analysis of the current situation, some existing problems and their causes of labor disputes in non-public enterprises based on various methods including comparative analysis, empirical research, literature research and system analysis. Based on theories on industrial disputes in western market economy countries, several typical countries including the United States, Germany and Japan are selected for the analysis and comparative study of their industrial disputes, which may provide valuable experience for the studies of labor disputes in non-public enterprises of our country. Learning from foreign examples in this aspect, this part focuses on the analysis of the implementation mechanism and regulation by the government, the enterprises (employers), the laborers and their organizations (trade unions) of resolving or reducing labor disputes.The writer believed that, the industrial relations in non-public enterprises tend to be stable or at least balanced superficially. With the further reform and the enhanced awareness of workers'protection, problems relating to industrial relations have emerged in non-public enterprises, such as the unclear division of the three players, the strong position of employers, the inadequate role of union, no fully implemented wage negotiation system, no effective mechanism for protecting the interests of employees. These problems lead to labor disputes frequent in non-public enterprises. The reasons for the emergence of these problems are the complexity of the industrial relations, the weak position of employees, the dual roles of government, no effective mechanism for preventing and solving labor disputes, etc. Studying the labor disputes in non-public enterprises the rights, obligations and responsibilities of laborers, enterprises, and the government must be appropriately dealt with, based on successful foreign examples. At the same time, it is important to further improve collective bargaining, tripartite consultation, human resources management system, and make timely dynamic regulation by applying legal, policy and ethical means.
