Silk Road contains world-famous heavy ancient taste and spirit resource, and has a succession accumulation themes and linear characteristics of regional distribution of resources, so it may well be to be the bridge and link of promoting tourism in western China to achieve leap frog development.West China is rich in tourism resources, also it is the tourism industry in the 21st Century continue to maintain high growth area strategy. Fostering characteristic industrial economic, transforming the advantages of tourism resources into the tourism industry advantage is an important part of implementing the development strategy in the western region. The depth of the western Silk Road tourism product development is a key focus while forming the advantage tourism industry, realizing the regional tourism industry by leaps and bounds.This paper through annual change, remain time, spatial characteristics of the tourist flow analysis Urumqi, Xi'an and Dun Huang, average annual changes in index. The three cities, s average annual changes in index have tended to be 100% in 1996-2007, so the three urban development have tended to be the best condition; While the remain time Urumqi is the longest, Xi'an is the second, Dun Huang is the shortest; three cities, tourism flow direction of shunt flow is mainly between three cities, thus forming a strong inbound tourism zone. From the survey, we see the main tour motive of the foreign tourist of Urumqi, Dunhuang and Xian is sight-seeing and spending a holiday;the foreign tour ages in Urumqi, Dunhuang and Xian is mainly concentration at 25-44 years old and 45-64 years old; the educational background is mainly university and undergraduate course;they year income mainly concentration between 20001-40000 dollars and 40001-60000 dollars; they family structure is mainly a single and two people world of old age.The three cities, foreign tourists behavior decision ;the highest pull factor evaluation of foreign tourists in Urumqi, Xi'an, Dun Huang is the same which is tourist attractions, the lowest pull factor of Urumqi tourists is tourism shopping, the lowest evaluated nine pull factors of Xi'an and Dun Huang foreign tourists are the same which is festival activities. The highest the lowest evaluated thrust factors in Urumqi, Xi'an, DunHuang is the same, The highest factor is expanding the vision, the lowest factor is official.
