Linyi City, Urban And Rural Construction Land Use Structure And Layout Optimization Study

The economic in our country is developing more and more quickly. The industrialization and the urbanization are also developing in a very high speed. In this way, it requires more and more land for city construction. The development at the second and third industry attracts a great number of farmers into the cities. But restricted to "the household registering system", the cartilage in the countryside didn't decrease because of the migration. So the inconsistency between the constructing land and the agricultural land is much more severe. At the same time, the disparity between the city and countryside has been enlarging day by day. Therefore, it is quite necessary to study how to control the using of constructing land both in the city and the countryside, how to make an overall arrangement of the constructing land of the city and the countryside and how to make the best use of our land.This paper divided into seven parts:First chapter is the introduction. Both domestic and abroad researching present situation and progress is reviewed and the theory basis of the overall arrangement of the constructing land of the city and the countryside is summarized, and the research significance is discussed.The second chapter appraises the present situation of LinYi city's urban and rural constructing land. Firstly, it analyzes the land's structural change ,level and layout in different stratified cities and villages. On the basis of the above analysis, the thesis proposes some problems which exist in the urban and rural constructing land's scale, using level and layout of LinYi city.The third chapter is about the research on the scale of land for construction both in urban and rural areas. According to the fact that land uses rely on population, from the point of variation of population movement, the article gives an analysis on the developing trend of population movement in the coming more than ten years in Linyi. Population scales of all ranks of cities, towns and villages are scientifically predicted, respectively through regression method (linear regression model, quadratic equation model and index equation model) and increasing ratio approach. In accordance to the aim of future development and present land-use situation of the cities, land-use standard per capita of all ranks of cities, towns and villages is made up scientifically and rationally. On the basis of it, land-use scales of all ranks of cities, towns and villages are calculated in Linyi. Through trend analyzing method and section planning approach land-use scale of individual factory and mining is predicted. The result shows that in the future period the scale of land use for construction is likely to keep steady or decrease all through the urbanization, due to the large population movement from villages to cities and the reduced standard of land use per capita.The fourth chapter is about the appraisal on land-use fitness for construction both in urban and rural areas. Several indexes, such as geological condition for project, terrain and so on, are chosen for the analysis of land-use fitness for construction both in urban and rural areas in Linyi. Based on it, land use for construction is divided into prior exploring region, main exploring region, moderate exploring region and controlled exploring region both in urban and rural areas in Linyi.The fifth chapter is about optimizing the layout of land use for construction both in urban and rural areas. An urban spatial system"strengthen the center, develop cross-town zone, develop three sub-center cities, form a structure of one center, seven axes and three layers"is put forward about the land uses for construction in Linyi. Land uses rely on the reforming model"reduce step-by-step, resettle and combine the points, back off the farmland and use the coarse land"in rural areas. The lands for factory and mining rely on the optimizing arrangement model"collect the trivial and put them together, arrange compactly and collectively"This paper takes Linyi city which is in Shandong Province as an example. It is a thorough research on the theory foundation, the scale, the model of arrangement and the measures to operate of the land use in the city and the countryside. It will help to make intensive use of the limited land resource in the Linyi City and also guarantee the harmonious development of the economy, the society and the environment. It provides a model for other local development research as well.
