Technological progress and innovation is the key factor to transform regional economic development mode,adjust economic structure,improve regional core competitiveness and achieve sustainable development. Strengthening technological innovation is the basic motive force for productivity development,as well as an effective way to enhance the independent innovation capacity and the inevitable requirement to build Innovative-Province for Fujian. However,sci-tech services in Fujian started relatively late,which is the weak links of science and technology innovation system of our province. With the progress of constructing the west-strait economic zone comprehensively, a higher demand will be imposed on sci-tech service by such regional developing direction as industrial adjusting and upgrading, new industrialization and strengthening independent innovation. Improving the level of sci-tech services in Fujian Province is helpful to motivate technological innova-tion,accelerate the transformation of sci-tech achievements effectively,is also essential prerequisite for continuing to promote the building of west-strait Economic Zone as "two-antecedence areas".Such research methods as literature research,principal component analysis,policy evaluation,both qualitative&quantitative analysis,etc. are applied in the paper. With《National Medium and Long-term Program of Sci-Tech Development Planning(2006-2010)》and《Suggestions on Supporting Fujian Province to speed up the building of the west-strait Economic Zone by the State Council》as guides,and with an aim at the improvement of Fujian's sci-tech services level,based on the discussion of essential connotation of sci-tech services and the description of status quo of sci-tech service in Fujian province,a comprehensive evaluation of sci-tech services level is conducted. According to the comprehensive evaluation result,nine cities in Fujian are divided into three gradient and corresponding expansion ideas are proposed. Finally,successful experiences at home and abroad are learned to bring forward the countermeasures to improve the level of sci-tech services in Fujian Province.The conclusions are as followed:(1)Sci-tech services have five functions,such as external sci-tech consultation; assisting investment and financing sci-tech projects; connecting sci-tech supply and demand side,increasing the transformation rate of sci-tech; standardizing technology market, lowering transaction risk; perfecting the sci-tech innovation system,promoting the transformation and upgrade of industry. At the same time,the level of sci-tech services are conditioned by the economic development level,policy system,quality of talent and other factors.(2)A comprehensive evaluation index system of sci-tech services is designed. An empirical research of nine cities indicates a non-equilibrium state of sic-tech level is obvious in different cities. Based on the result, the cities are divided into three gradient: the first gradient including Fuzhou and Xiamen,Quanzhou; the second gradient,Zhangzhou,Sanming and Putian; the third gradient,Longyan and Nanping,Ningde.(3)Tailored to different gradient,three corresponding expansion ideas are proposed: the first gradient should make full use of its advantages to drive the whole province; the second gradient should consolidate its medium status to exert its radiate force to the surrounding; the third gradient's responsibility is to increase investment,bridge the gap. Then countermeasures to improve sci-tech services level provincially are proposed: Establish and improve related regulations to promote the level of sci-tech services; Play the role of industry, cultivate multiple subjects; Enhance sci-tech service staff development,improve the quality of humanity; Smooth the channels of technology information,enhance regional communication and cooperation.
