Study On The Developing Measures Of Rural Special Technical Association In Zhangping City, Fujian Province

Rural Special Technical Association (hereinafter referred to as RSTA), a new type of public economic organization with principles for association building that are "civilian-owned, privately-operated, privately-managed,public-benefited", which was created by the Chinese farmers in 1980's.RSTA has made a positive contribution to the promotions of:(1)rural science and technology popularization;(2)farmer organization and agricultural industrialization improvement;(3) agricultural production and rural incomes;and(4)rural social progresses and economic development.Zhangping is a typical agricultural county-level city in western Fujian Province. RSTA in Zhangping City has made tremendous progresses, whilst many problems haven't been solved yet. Therefore, to make a cross-reference for improving the development of RSTA in Zhangping City, using methods of literature review, questionnaire survey and case studies, in this thesis, the researches work at home and abroad are reviewed, the development process, organizational properties, administration mode of foreign RSTA are analyzed.and the different developing conditions between the similar organizations at home and abroad are compared. Furtherly, taking RSTA in Zhangping City as the research object,its background, development types, industry distribution, and service characteristics are investigated, macro-and micro-level issues existing in the development process of RSTA are specially discussed. Moreover, the successful cases and experiences of RSTA development in Zhangping City and Zhejiang Province were analyzed to provide useful references to improve and promote the development of Zhangping RSTA. Finally, based on the existing problems, learned from the successful cases, and in combination with local condition,the thesis puts forward several countermeasures to improve the RSTA development of Zhangping City, including(1)fully understanding the practical significance of RSTA;(2)creating a relaxed and favorable external environment for RSTA development;(3)improving the operating mechanism of RSTA;and(4)encouraging RSTA to establish economic entities widely.
