The Research And Application Of Metadata In Quality Control Of Biding

With the reform and opening up, China's economic has been developing greatly, bidding system prospering in various industries. However, the widely used bidding system has also brought many issues. For example, the problem of less-rigid supervision and "Black Box" operation are always exposed. Bidding is an important part that ensures the quality of engineering activities. If the bidding process has quality problems, then the quality of the project is difficult to guarantee. Therefore, it is a very urgent problem that how to control the quality of the bidding process. This paper made an intensive study of the process in bidding industry, also using the industry metadata specification to assist the quality management of the bidding process, in order to achieve better bidding's quality control management.This paper studied the bidding systems in various industries, made a more in-depth analysis to Cross-cutting bidding process, then extracting their commonness. Based on the principle of Dublin core metadata, this paper evolved two representative industry metadata principles, including the principle of building industry metadata and the principle of book purchase industry. These metadata principles have not only the domain specific oriented feature, but also some universalities.This paper includes four parts:The first part, that the first chapter, Discusses research background, research purposes and research significance of the quality control of the bidding industry, also discusses the research methods and research contents.The second part, that the second chapter, carries on studies to the bidding process firstly. This paper divides the bidding process into three parts, that is the bidding preparation phase, bidding medium phase, including bid opening and bid evaluation activity, and bidding post-feedback stage.The third part, that the third chapter. Based on the analysis of part-2, this part, by in-depth analysis to bidding process, combining the characteristics of Various industries and the commonness of bidding process, constructing the principle of building industry metadata and the principle of book purchase industry.The fourth part, the fourth chapter and the fifth chapter, mainly carries on study and design of bidding quality-control management system. The fifth chapter carries on the realization to the design of bidding quality-control management system.
