In recent years, with gradual development in the construction of China's low-rent housing, economically affordable housing, limited-price commercial housing and shantytowns, the improvement of China's goverment subsidized housing, the housing conditions of urban low-income families has been greatly improved. However, due to real estate prices' soaring, some middle to low income families with large demand for housing are lack of short-term purchase ability. Meanwhile, many migrant workers and newly graduated college students whose living conditions need to improve are limited to affordable housing.Those two classes of people format the so-called "sandwich class". To solve the housing problems of the "sandwich class", it is difficult that merely relying on the expansion of coverage low-rent housing, affordable housing or limited-price commercial housing because of the Government's limited financial resources and the "sandwich class" groups with strong liquidity and periodical demand for housing. Therefore, the emergence and development of public rental housing has become an effective way to solve the housing difficulties of the "sandwich class".For "sandwich layer" groups, seven departments including Housing and Urban-Rural Development Ministry jointly developed "Guidance to accelerate the development of public rental housing"."Guidance" states that "To vigorously develop public rental housing is an important measure to meet the basic housing needs of urban middle to low income families,to improve the housing supply system, to foster the rental housing market." And some provinces and municipalities of China have begun to treat public rental housing as an important part of the affordable housing.In this paper, The author firstly analysed the meaning and necessity of the public rental housing. Then based on the current status of the public rental housing in China's cities, the author analysed the status of public rental housing, and summarized the current problems in the running of public rental housing system. And learning from the practice of public housing in foreign countries,, combined with the policy of China, the relevant recommendations has been put forward.
