Manufacturing industry is the foundation and main body of a country's economy. Manufacturing technology level reflects technological level of a country and it has important influence on international division of labor. Technological innovation capability is the core method to enhance industry international competitiveness. Therefore, after the financial crisis China's manufacturing technology innovation has been concerned by government, academia and business.Performance Evaluation of China's manufacturing technology innovation can clearly show that the current level of innovation in China's manufacturing industry, and provide data to support development strategy for the development of China's manufacturing industry. In this paper, based on input-oriented DEA-Malmquist index model is used to analysis technology innovation performance of China's 29 manufacturing industry during the period 2001 to 2008. Empirical results show that technology innovation performance of overall China's manufacturing is improving but not significantly where technical efficiency is the main barriers to further improvement of technology innovation performance. Technology industries with a low innovation performance mainly in low technology content and low value-added industries, the performance of high technology and high value-added industry is better, in the view of single industry. In addition, input-oriented BBC model is used to evaluate technology innovation performance of China's 30 provinces. Empirical results show that there is great difference among 30 provinces in technical innovation performance. The level of technical innovation is low in western provinces of China. The pure technical efficiency and scale efficiency need further improvement in all those provinces. Finally, several advices to improve the technology innovation performance of China's manufacturing are given.
