The basic social problem caused by aging population is the satisfaction of particular needs of aging people. The most active methods used in the world is developing silver industry., which is a comprehensive industry system embracing.primary industry, secondary industry and tertiary industry, not only including aged consumable market and service market for aged people, but also including aged labor market(means aged economic entity). Basing on market attribute of silver industry, this paper divides silver industry into two broad categories-noncompetitive silver industry trade and competitive silver industry trade.With the development of living standard and medical technology, the expectation of life will be longer. At the mean time, the youth ratio has been decreased under the strictly policy of birth during recent 20 years. The two above factors caused the fast aging and aged situation in China population structure.The development of silver industry in China dated from 90s of 20 century, as a result of series of factors, the development were far from the increasing needs of material and cultural in aged people. Although the silver industry in China has not scaled, it has the capacity of starting to develop. According to the operation status in overall investing of silver industry, the silver industry indicates the following features, the facilities of serving aging people mainly depends on the nation and collectives, non-public endowment mechanism is growing and its operation situation is better the state-operated. The population in Changde in over 600,000, which includes 100,000 aged people. The development of silver industry in Changde has lagged behind. Compared with welfare silver industry, the petty gaining silver industry had disadvantages on developing ideas, scale and speed. Its silver industry mainly involves aged flat, aged daily necessaries, aged medical and health care and aged amusement. The existing problems on the development of silver industry in China mainly include the three below, the morbidity of law system and the lack of effective policy guiding by government, the lack of investment, professional talents and human-based products in industry and the conservative consuming idea infected by traditional thoughts on people.Using the experience from developing countries for reference, the author suggests developing high science and technology, improve the labor productivity to enhance the acceptability of aging population in society, encouraging scholars to research aging population and silver industry and provide theoretical basis for developing silver industry, establishing and perfecting law and rule system of silver industry to provide policy support of developing silver industry for enterprises, implementing social security system and improving the purchasing power of aged people, transforming the consuming idea of aged people and rearing aged consuming market.
