The thesis based on recalling the development history of China's and Japan's state-owned forest, introduced the current situation of two countries'state-owned forest management, from concept guidelines, executive system, management system, tax and finance institution, legislation as well, identify the aspects of protection between the two countries in the same state-owned forest management and the differences, in particular Japan's unique institutional innovations, combined with the historical development, current conditions, the specific forest conditions and other factors analyzed Department generate reasons for similarities and differences, summing up the reform of the Japanese construction management, and the experience gained, to find the inspiration.The comparative analysis concluded that:Construction of China's state-owned forest make a significant contribution to social progress, the country's economic development, and environment protection.
