Study On The Management Theory & Practice For State-owned Forest Farms Of Guangdong

Forestry is not only a basic industry, but also a public undertaking. As the essential cell of forestry construction, state-owned forest farms should play a skeleton, demonstration and radiative role in the construction of modern forestry. However, as a result of the copy of Soviet mode, the forestry in China was guided by mining industry. It attaches importance to deforestation, afforestation and output, while neglects management, cultivation and input, thus leading to the drop of harvestable forest resource, the gradual demotion of forest quality , the severe decreasing of production efficiency and the massive loss of human resources. Some forest farms have been caught in a dilemma crisis in sequence. Some forest farms are even in the state of paralyzed or semi-paralyzed which make them incompetent for the historic mission endowed by our country. So there is an urgent need to make a study on the theory and practice of state-owned forest farms; to draw a conclusion of the successful experience and the lessons of failure about state-owned forest farm management, providing basis for the scientific management that promoting sustainable, stable and harmonious development to state-owned forest farms. Therefore, the carrying out of a study on the sustainable management theories and practices, can not only enrich the theories of forest management, but has great realistic significance on promoting economic and social development to Guangdong as well as continuing to be in the vanguard of reform and open-door policy.This study bases on the state-owned forest farms of Guangdong, using the methods of literature searching, interviewing, site investigating,comparing vertically mainly while horizontally supplemented to analyses,the research has come to the following results:(1) Integrating ecological theory, complex-system theory, theory of management and theory of forest management to bring forward the theory of "harmonious forest farm".The theory of "harmonious forest farm" reckons that: ①State-owned forest farm is an exoteric complex-system, which is the coupling of forest ecosystem, forestry economic system, and social system in forest farm;②Harmonious forest farm is the farm constructed under the background of socialist market economy and building a moderately prosperous society;③The features of "harmonious forest farm" are the development of production, the prosperity of life and good ecological environment;This farm is a modern state-owned forest farm, the symbols of which are the high value of itself, the good benefits of wokers and the abundance of forest resources;④The key of it is the harmony of farm and society, farm and environment as well as farmitself——that is to say, "harmonious forest farm" should aim to meet the needs of the country and thesociety; forest management should put maintaining and enhancing biodiversity, forest ecosystem health and integrity to the center; inside the forest farm, there should form the mechanism of balancing interests and learning mechanism for sharing at the core of the executive feedback mechanism of forest management, advancing the workers to form a comradely mutual aid relationship.(2)According to the theory of "harmonious forest farm", this study puts forward the "theoretical framework of state-owned forest farm management analysis", we should understand the degree of harmony from six aspects: the doers of management, the objects of management, the targets of management, the logos of management, the means of management and the environment of management.(3)Using this framework to make comparison of the vicissitude of state-owned forest farms management in Guangdong, we consider there are some disharmony exist in them: the backward thinking and low quality of workers, the lag construction of legal systems, the unsmooth of management system, the inflexible operating mechanism, the unsound planning and control system and the heavy social burdens.(4)To deal with these disharmony, we should take the following strategies in order to promote the all-around, harmonious, healthy development of the state-owned forest farms of Guangdong: reforming the forest resource management system, reinforcing legal construction rationalizing management system, converting the operating mechanism, building modern property right system of forest farms, implementing the access mechanism of management, promoting forest certification system, stripping the social functions of state-owned forest farms, perfecting forest management system, improving the management structure, adjusting the industrial and product structure, and enhancing the culture construction of state-owned forest farm culture.(5)This paper conducts an empirical study basing on Jiulianshan forest farm of Guanddong, which in some extent proves the theory of harmonious forest farm as well as the scientific and practical strategies it constructed.(6)In light of the acutality of Jiulianshan forest farm, we bring forward the program of action to bulid a harmonious forest farm. The result of this paper will have practical guiding significance to the construction of harmonious forest farm to Jiulianshan state-owned forest farm, and also be useful to other state-owned forest farms of Guangdong Province.
