The railway construction plan in the 11th Five-year Plan is unparalleled in the history of railway development in China with its large scale and high standard. For the new requirements under the new situation, this paper illustrates No. IV project of Wuhan-Guangzhou Passenger Line--the first passenger line, committed by 5 Bureau of China Railway, in respects of the progress, quality, safety, and cost management. This paper also analyses the problems and proposes the solutions, which has a strong referential significance to the construction management of similar projects.This paper illustrates the theories of project management and engineering project management, which provides theoretical support for the high-speed rail project management after it.As for the examples, No. IV project committed by Wuhan-Guangzhou Command of 5 Bureau of China Railway is firstly introduced with the aspects of the project overview, characteristics of the major projects, the important and difficult points and their countermeasures.Next, this paper gives an overall positioning, target decomposition and analysis for the construction management of Wuhan-Guangzhou Railway. In the project management structure the project-based and matrix-style management model are mainly considered. After the analysis and comparison of the two models, the author decides to use a matrix management model to set up the organizational structure of the construction management.After that, this paper introduces and illustrates how to realize the standardization management of the field in respects of the progress, quality, safety, and cost with larger space, in order to achieve the "Six in One" requirements to the project construction management of the Ministry of Railways.In the end, this paper comprehensively analyses the still existing problems in the construction process when new programs are introduced. This paper also conducts a comprehensive supplement to improve the original plan.
