Project management is the application of scientific theories and methods. It implements the project objectives with project plan, organization, command, controlling and coordination. The project management is a project as the research object of a discipline, and it is the financial management, decision-making, benefit for the integration of organization, process and methods of the collection. Project progress management is an important aspect of project management. Project progress management, is refers in the project implementation process, in various stages of progress and project deadline for management. Its purpose is to ensure that the project can meet the time constraints on the premise of achieving goals.Project progress management’s ultimate goal is to establish a realistic project progress plan. That can provide a basis for monitoring the progress of the project. We can use the project progress management to determine the overall progress objective and the stage project objective, which could control and coordinate project progress well. The project, from planning, obtaining approval, design, construction to putting into service, will go through many stages. It consumes a lot of manpower, money and material. Because the project involves a lot of things, and there are many influencing factors in it, it is very difficult to control the progress of the project. The project progress management is always a common matter that the construction units and development units care about. In a word, the quality of the project progress management has a decisive influence on whether the plan can be carried out quickly, orderly and efficiently. It needs to be highly valued.China Petroleum Tarim Oilfield Company witch was established in April1989is the Petro China Co. Ltd.’s regional corporation. It is one of the major oil companies, and it is a collection of oil and gas exploration and development, oil and gas sales, oil refining chemical industry, research and development of science and technology business. In the aspect of safety management, China Petroleum Tarim Oilfield Company entrusted the Tianjin Saibao Technology Company to develop the safety audit and performance management system as the investor. This article comes from the practice of developing this system, adopts the method of actual proof, and combines the theory and the actual works. It starts by establishing the project progress plan, then shows you how to carry out and control the progress of the project, how to follow and adjust, and finally brings up the planning--following--adjusting circuit.Through the research on the application of project progress management in the development of safety audit and performance management system, I understand the requirements of oil-field company thoroughly in safety production management. From the angle of practice, we master the process of project progress management and understand that the oil-field’s safety audit and performance management system is scientific and effective. During the development of safety audit and performance management system, it is easy to found that the project progress management is the most important part.
